Theo luật pháp Mỹ, nhà trắng sẽ buộc phải ra một văn bản phản hồi cho bất cứ một đề nghị nào gửi đến họ từ bất kỳ đâu, nếu đề nghị đó có đủ 100 nghìn chữ ký, bất kể người ký là công dân đất nước nào. Thỉnh nguyện thư trên do một người viết đề nghị quốc tế hỗ trợ để việc bầu cử tự do có thể diễn ra ở Việt Nam. Tất nhiên, dù chính quyền Mỹ có ra văn bản rằng họ khuyến khích điều đó thì cũng chẳng thay đổi gì được ở đất nước này. Cái duy nhất thay đổi ở đây là mỗi người đã ký vào thỉnh nguyện thư này. Nó cho thấy người đó muốn có sự thay đổi, muốn có quyền tham gia vào việc quyết định vận mệnh quốc gia.
Chúng ta muốn hoà bình, chúng ta muốn thịnh vượng, chúng ta không muốn lật đổ ai hay cái gì nhưng chúng ta muốn có quyền bầu lên những người đứng đầu quốc gia một cách trực tiếp, vì họ đang tiêu từng đồng thuế từ túi chúng ta.
Nhà triết học vĩ đại Plato từng nói điều này: "Một trong những sự trừng phạt cho việc từ chối tham gia vào các vấn đề chính trị là quý vị sẽ đi tới một kết cục bị cai trị bởi những kẻ hạ đẳng hơn mình". We, the Vietnamese-American Citizens, as well as other Vietnamese Expatriates around the world, and all our fellow Countrymen from Vietnam, a country with more than 90 millions Citizens--whom are still being Ruled by one of the only Four Communist Regimes left on Earth--sincerely and desperately asking you to take a closer look at the current developements in Vietnam: the 12th Commucist Party Congress, the Newly Elected Politburo Central Committe, the Power Struggle, the Ideology Rift, the Disappointed Elite Members [who were prohibited from running or being nominated for Re-Election, based on recentl Rule, 244, which was created specific to do just that: preventing others from becoming candidates for the four most powerful positions of the land], and the Neglected/suppressed Population [who was neither allowed to have any input, nor be informed of what was happening, in the event that was supposed to be an Election--elected by them]. Then, like us, hopefully, you would also see that the Timing is Right, and the Situation is Ready for Vietnam to initiate and launch its first ever Democratic Election for its People. We think the "Candidates" are ready; the People are ready; and the Political Atmosphere is also ready to ignite a Change. The only pieces of the Puzzle we think that are still missing are: International Awareness, Moral Supports, and Logistic Provisions--including International Guidance & Supervision.
